Does the inner sleeve shown below need to be removed before installing the lower half of the bushing, or do I just need a BFH?

Even after letting the bushing sit in the freezer overnight, it still doesn't appear to want to fit without trimming...   Huh

From what I remember that steel sleeve is the lower portion of that bushing.....BFH and it should pop out!
