Why are people allowed to display pictures at will that can cause trouble?

Knowing that some of us have tiny brains and tend to 'design' their car into odd things, I should think that this should be illegal.  They have programs to help keep kids away from pron.  Maybe they need something to keep we dreamers away from  things like this.
